I did a valve adjustment while the head/cams were out. The plugs are all firing, and it does start up and run. It just doesn't pull any vac. at all.
I started to measure the clearance of the shims and they seemed to be out of spec (good news). I can't be sure because the motor was still warm and the TSRM specifically says to measure when cold.
I'll take measurements tomorrow, just to be sure.
EDIT: lol.. looks like the valves are being held open because some fucktard did the math wrong and ordered their shims too thick
