Your parents signed the HOA agreements when they moved in. If they don't like it, they could have moved elsewhere.

Go get some indoor/outdoor rustoleum paint ($25/gallon), masking tape, and some of those quality foam rollers and paint your car. It will cost you $50. And clean that shit off your windows.

I dont think in this country anyone has the right to draw some line of what condition a car can be in thats parked at your own house. What next, no big trucks because they block views, no motorcycles, no loud cars, no working on your car in your driveway, no vulgar bumper stickers. Its a slippery slope to start dictating what condition someones car has to be in.
Its all besides the fact, as his HOA is just moaning about storage and that can be proved otherwise easy.
