In a 7m motor with forged pistons. Is there a significant difference between a bored block with oversized pistons and a stock bore block with a slight hone (or none at all) and stock bore pistons? Would there be significant differences in performance, reliability, or durability?

The question is very vague. If you wanted to you could just get a gigantic intercooler and water injection to handle higher boost pressures. In that situation, it wouldn't be the boost that the stock engine components couldn't handle, it would be the power.
Theoretically, a 1000hp 7m would be pretty much the same as a 1000hp 2jz, aside from the 7m being built a little stronger, and maybe boosted a little more. Its entirely possible to see 1000+ on a 7m engine. Whether it is streetable in a supra chassis is another story. I would have to say yes...
