Your basic timing could show it is right with a timing light but the cam gears etc. could be off. When the timing belt was put back on, did you rotate the motor by hand a couple of revs and then verify the timing marks all lined up?
Not saying it is your problem, but several have skipped...
Block heater is just that, it keeps the block warm at night, some are dip-stick heaters, keeps the oil warm.
5w, or 0w oil. Some use 30 to 40.

I feel you get a better mix of AFR farther downstream. I've questioned about this before and have had mix replies. Your location is probably OK for a stock NB O-2, for a WB it might be a little too close to the head. Like I said with mixed opinions, hard too say. Pacesetter puts the bung too far...
There is also a little rubber cap under the #6 exhaust that has a habit of rotting especially if it's not OEM, happened to me, replaced it with a parts store one, blew again.
Still sounds like timing. Re-check everything, #1 at TDC verify with a pencil, all your marks lined up, rotor pointing at #1 wire. Should fire even without a timing light on it.
