-Once again NO, your engine may be built to handle 500whp, but you just dont have the supporting mods for this. With out propper supporting mods it will probably blow up before you even hit 18psi.
The washers should seperate the wastegate actuator plate from the turbo housing.
Make sure you have the same amount of washers on both sides (stating the obvious).

So I texted this local guy who is selling a Ct-26 turbo. I text him and he tells me its a JDM CT-26 turbo Ball Bearing. I have never really heard of a stock CT-26 with ball bearing. So it this true or not? Im almost sure its BS, but who knows.
It really depends on where the oil is leaking from. I take it you have a auto transmission? It shouldnt really be hard to find it, if you lost oil that fast. If you cant find the leak, take it to a shop. Its hard to know how much it will cost to get it fixed with out knowing where the leaking is...
