If I'm thinking correctly a heavier car can be just as good or better around a track as a light weight car with the proper brakes, tires, suspension and so on. However, those modifications for heavier cars cost ALOT more money than for light weight cars. Hondas can buy 4 nice tires for cheaper...

Run a high flow cat on the street. It's not like you need every last horsepower driving to work. When you are going to run on the track than you can swap in your test pipe. Don't drive on the street without a cat. If you do I hope you get caught.
You can measure the block for warping. Also, since you are getting the head machined you will want a larger HG, probably 2.0mm to keep compression close to stock.
