It's unlikely that your port on the turbo or wastegate is plugged, but of course, it's possible. Hook a bicycle pump up to the wastegate and see if it moved when you apply pressure. No, you should not be able to blow through the line to your wastegate. It's a sealed system.

Try blowing through it. Average guys can blow about 7psi.
