Actually it's the opposite with head bolts you can have a false torque reading from having crap in threads of the block with studs you can just clean the hole with compressed air and verify your studs are going in all the way and you'll be fine people have a tendency to make things a bigger deal...
A tap will slightly enlarge the hole even using the exact size tap Google thread chaser I got mine from snap on. Some guys will say a tap is fine but do a test yourself before and after a tap you will feel the stud has more play when threaded in.
