With those vac readings you could have a little leak somewhere. Int man gaskets maybe.. You vac should be pretty steady. Mine is -20 on idle no fluctuation. When driving and letting off the throttle I pull 25-26 vac. Check for leaks. When I took my old manifold apart the gasket had cracks all...

I just used one off of a 88 N/A on a 91 motor.. I had it all balanced.. There weren't any fitment issues though.
