First put a vacuum gauge on it and see what it reads. Most lines are easily checked except there's a few that run under the cam cover that could be a possible leak. If its that bad that its causing surging i'd throw a gauge on it and see what iit reads.

Don't replace the KS unless its free, they rarely go bad.
