I think what you have is a shitty BOV. If your BOV hose is soft enough, use a pair if needle nose vice grips to clamp the hose closed going to or from the BOV. Or plug the hose some how. Disconnect it stick a big bolt in there and use a hose clamp and some silicone, just to test the theory...

This is a 60-1 T4 with the center section missing but this should give you an idea where the bolts are, I made this adapter to bolt to the stock manifold. You will need to loosen those same bolts where those 6 threaded holes in the turbine housing are.
