True, but if the engine ran well at some point after the cam timing was set, then its safe to assume it was set before the damper slipped, because if it wasnt, the valve timing would be fucked up and it would have run shitty if at all.
First thing you need to do is look up the definition of TDC... Pull the cam gear cover off there are marks on the cam gears you want them pointing straight up there are marks on the metal plate behind the gears you want them to line up.

Those look fine to me, touch of carbon deposits but thats because its a turbo car and your running a little rich for safety. Given theyve been in there for a year I would say you have a healthy motor with a good tune. I'm interested to see what some of the more experienced guys say.
There are multiple yellow wires. chances are you picked the wrong one. Look at the back of your cluster. find where the CEL bulb is. There will be two contacts that you can follow back to a plug. Wherever those two go, are the two wires that your testing.
A 7M done right can be just as reliable as a JZ series, most failures are user error. If you go 7M just take your time and do everything right the first time.
Thats what I'm hoping. I bought the car from a friend because I thought I would make a profit when I sold it. When I was ready to sell I found that noone wanted them anymore and was stuck with it. Very curious to find out what I'm going to get for it.
