Just wait until the coilovers are received to put the bushings etc on the car. You not only take the chance of uneven wear on the tires, but there is a chance if its to out of alignment you may break something.

There is a nipple on the back of the intake manifold. pull the vacuum hose off of it, and put your finger on the nipple to see if you can feel it. BTW when you pull that vacuum line off, the car should start to idle kinda odd.
Just in case, the car needs to be running for it to produce vacuum.

Had a similar problem. What I did was get a propane torch, a drill bit like what suprarich told you about, and pb blaster. The Heat (not excessive heat) should help with removal of the broken arp.
Another question, what color loc tight did you use? was it blue, red, or purple?

Adding Rtv will just cause pain if you ever had to replace them. BUT if your insistant on using it, some black rtv from autozone or advanced auto will suffice.
How could it not make it into the engine, in order for a car to be in boost you have to be running it (driving). The air WILL make it into the cylinders and not be accounted for which would cause a lean mixture in the cylinders explaining his 16+ afr. And would also explain why his car isnt...
A boost leak would explain a Lean mixture. A boost leak is unmetered air in the intake system which the Ecu is not able to see. Thus causing not enough fuel to be produced in the cylinder. Which would explain his 16+ AFRs.
