Thanks! Being that most new problems are caused by something we did, I assumed it would either be related to throttle position or TPS. I will have to get a battery for my multimeter, and recheck that before I put this thing back on.

It bolts to the sidewall straight above the wheel. It goes under the top piece where the fender bolts on. You need to remove the inner fender to access that area. That's probably why the PO taped it in place.

If you hear the motor working when you press the switch, it's not the switch! Sounds like you need to tear that motor out. Once out, you can pull the cover off of the motor, and probably see a few teeth missing on the plastic gear.
That video, with the motor not running, makes it look like it's just tires struggling to turn on the carport floor without the help of power steering. Maybe a better video would help us, after you install the new parts, if it's still a problem.
It's a hooked piece of metal with probably 2 bolt holes in it. You may need to widen or even cut a new hole, but one should line up OK at least. They may hook in different directions though.
