why not? the carb laws... why? everything else :) especially if you're only planning on moving there for a few years, thats a couple of years of keeping your car rego'd out of state, or leave your car with family if it's too far modified already, or keep it stock if it's not yet...

what ecu are you running? if all else checks out, and you're running a stock ecu, borrow another one and swap that in... ecu's do fail from time to time, and may just not be switching on the fuel pump... (ie, if the pump runs when you bridge the diagnostic connectors, and the relays seem good)
