+44-704-574-9056 = 07045 749056 = Vodafone Pay-as-you go customer
(+44 is the country code for the UK)

Any number in the UK beginning with 07 is a mobile phone - landlines begin either 01 or 02, services are 08.

The person pulling this is using Onspeed as an ISP. That in turn is a DBA for Net2Roam Ltd. This is an ISP that pretty much specializes in providing people anonymous roaming access.

This is one of those bullshit 3rd tier ISP who owns no connection, etc and just pays the upstream for access.

They are based in the UK, and registered as:

But they dont even own a datacenter. They are renting the space from RackSpace:
