First off, the engine "should" start with those numbers... but would run crappy. Before you pull the motor:
1.Check for proper valve adjustment. Perhaps the 4 are too tight!
2. Check to make sure the timing belt is not a tooth off. I'm assuming you do not have adjustable cam gears.
3. Like I said, it should at least start. Make sure you are not 180 out on the CPS.
4. If none of this works, then I would suspect the valve job was not done correctly and the valves are not seating. OR, the person that built the engine did not set the ring gaps in the proper position. Or both.....:3d_frown:
