Heater VSV allows the water to flow through the heater core when it warms up. Its generally vacuum controlled but it has an electronic solenoid on it that is supposed to shut it when your climate control is set to 18 C (coolest.. not sure of the number in F) so that you can run the AC colder. Most of the Supras I have seen (mine included) had the solenoid bypassed because it failed (simple vac line reroute) and you wont notice it.
Yours has the white plug showing so the solenoid is on that valve currently.
If yours had no hoses going into it, chances are your heater core leaks and was bypassed. (not a fun job replacing the heater core because its the last peice of the puzzle when dissassembling the entire dash).

Well.. that part is probably already circumvented. Normally you have two hoses running to it.
Funny how the TSRM has no mention of it that I can find.

if you go to this link.. go to AC-36 and you will see a pic of its location/hook-up (ableit.. small)

maybe this will be visible too...
