That 'adjuster screw' just allows you to manually raise the headlight if the motor stops working. Not sure what would be causing your issue.

I used to go mudding in my truck at least once a week before getting my supra so when I wash my car the hidden pockets get special attention (old habits die hard) stuff getting built up over time have never been an issue for me so never crossed my mind
