I'm leaning toward a gigantic A/R (relative to the engine size), given how late it spools. Still... that power level does seem off for the pressure level. Couldn't tell you why though. Perhaps MDC can chime in and provide some insight...
Numbers seem about right for pump, but I would of expected maybe 500rwhp on pump.

Those numbers seems very low for the psi like the others have stated. Check for boost leaks (maybe a leaking BOV). Just for reference, I made 471 with a 60mm turbo at 20psi on my 4 cylinder 1JZ (severely leaking valves in 5 and 6 resulting in damn near no compression).

My 2J made 612 at 22 psi with meth with a MPT70, but only 677 at 29 as the turbo couldn't push it as healthy. (now have a T76 untuned) It did make less with the stock cams, see if you can save for some 272 regrinds! It would be well worth it! It would be even more well worth it to do a look over, do a leak down and the likes to see if you can awake some sleeping power! Congrats.
And do a compression check, just to make sure!!! Once you get it dialed in you should make over 500hp. I think you need another fuel pump, go with the walbro 400!!! To run 680cc you need more than just a walbro 255.....
Well I just noticed I have a kink in the fuel line so Im going to do my fuel system all over again I'm going with a bosch 044 intank and steel bradied lines

The torque does seem low. I was going to just say it might be a dyno that reads low, but my 1JZ made that same 380 ft-lbs of torque at 15psi but with only 370whp. I'd also think maybe it's your ignition timing. The probably have it very retarded to get away with that much boost on 93.
