Yes it is louder and more whistle vented to atmosphere and mine flutters from -15psi until vaccum or 1psi max then whistle from 2psi and up.

i think you have a vac leak..


mine whooshes liek soft air blowin out of a tube, in vaccume, and close to 0 starts to make a wistle noise, and 5psi very audilbe, and so on.. sice i found my vac lak, i have never had a surge problem again.
