Yes that part circled in red. The thick part is the tube and the smaller shaft right above that is the part the tube slides on.

You don't need to unbolt anything and you don't need to cut and weld anything.

It is likely that it has dirt or paint or both making it hard to pull. So lube and eat some wheeties and pull it down.

If you look at the flat section on the lower part, it is the housing for upper part. slide the dust boot up spray some WD-40 down the shaft and little tap with hammer to make it slide down. don't modify the steering wheel with welding etc. these parts are engineered with precision because your life and life of others depend on it.
