Building a 400hp 7M-GTE isn't rocket science:
-A good condition block with excellent machining prep; decked smooth, bored as required, ect. Whatever it needs.
-good head, stock rebuild would be fine. New parts as required on valvetrain... decked smooth
-Cometic or HKS Stopper metal headgasket sized for your required CR
Bolt that together with whatever pistons your heart desires, new rings, bearings, balance the rotating assembly, new gaskets... and you're set.
A turbo to suit, and lexAFM/550's and a piggyback/tune, and poof, 400+/-rwhp.
If you want a motor that does 400 without any rebuilding, a good condition 1/2JZ-GTE will do it. BUT... if you choose to go with a Japanese imported motor for a swap, you may end up doing all the above mentioned stuff to it, if it's a bad motor. It's called the JDM lottery for a reason, sometimes you win and most of the time you lose.
For a JZ swap you need motor mounts, wiring headaches, a bellhousing adaptor, clutch, ect, ect.
I guess it really boils down to if you want a 2JZ or a 7M. They're both good motors, but which one tickles your fancy... they both have strengths and weaknesses.
