Its at random at best. Sometimes my keyboard works flawlessly in Firefox but not in Word and games, and sometimes its opposite.
The / button with the ? either becomes a small é or a capital É at random... Someone must help me with this as it drives me nuts. Oh and nothing is changed under keyboard settings.

well is it when you hit shift maybe? when it happens next keep tapping shift, ctrl, alt buttons and keep trying letters on the keyboard. If it goes back to normal after tapping keys something is sticking. You may need to remove the keys and give it a good cleaning.

other than that....use a plug in keyboard?

Every now and then I've had it happen, exactly as you describe, but it will do it with more than that. I usually have to restart my computer. It's only happened a few times, but it's very annoying.

yeah man, its brand spanking new. But an update on this, when i close the program that it is happening in, like microsoft word and such, and re-open it, it disappears.

Is it a brand new model? Possible they just haven't worked out the drivers in Vista (surprise surprise).

If you reboot like Jeff said it'll fix it, I figured out how to fix it the one time but have no forgotten how :[

Edit: my sister computer which was running XP would do this all the time, it's not just Vista.

Shift+Ctrl

Windows XP

Log On
Click the Start button
Click on Control Panel
Click Regional and Language Options - a new window will pop up
Click the Languages tab
Click on the Details button
Click the Add button - a new window will pop up
Select United States-International (keyboard layout menu)
Click OK
Click Apply

ok follow this, but instead of adding a new keyboard layout, remove the international layout and make sure that United States-Dvorak or English(United States) is the only one there

EDIT: is there a little keyboard on your taskbar? click it and pick whichever layout you want
