where did you get those torque plates and how much did it cost you? also would it effect the motors performance in anyway?

And a torque plate will stretch the bore a little bit, the same way it will when you install the head, the plate applies that torque evenly like the head would, and lets you bore the block
A newer addition to this, is bore the block with the idler bolt torqued per the tsrm
