Touch the injector while it's running can you feel/hear it click?
Swap the injectors around does the issue follow them or stay on that cylinder?

My 91 has a goofy issue with the harness ends at the ECU, 1 and 6 wont fire, so i had to take the glove box out and wiggle the plugs a touch and it cleaned up.

they are part of a grounding system so you would still show power.(12volts).
