Because of the way HID lights actually work, turning them off and on is a bad thing. It's a gas with a mixture of metal halide salts. The electrical arc heats the salts to mix with the gas, but this isn't instant, it's why HID's gradually get brighter right after they're turned on.

Anyway, when the bulbs are turned off, a very fine powder of salt condenses on the capsule. If the bulbs are not fully warmed up, not all of the salt is suspended, and when turned off, they clump together. If they get to the point where they're not able to be easily vaporize, the bulbs no longer light.

Startup takes a lot of energy, but once they get going they sustain themselves quite easily leading to less current draw.
