Some countries do this to displaced peoples (this movie focuses on Apartheid in South Africa, specifically), to give the appearance of fairness. Most of the first parts with the main character were done as publicity shoots for the PMC, like "Hey world, look at all the good we're doing!". Most aliens were forced to sign even upon refusal. Everything else he did after the story changed is what anyone in his situation would do, try to return his life to normal.

Most movies/games like to paint the main character as some super altruistic person that never thinks a selfish thought (the cowboy with the white hat). They usually do one or two selfish things, then they become mother Teresa with a gun/sword.
Optimus: Halp us Sam!
Sam: NO!
Optimus: Aww! But ya gotta!1!
Sam: I don't wanna!
Optimus: Do it....
Sam: ....mKay!!!
The main character made a good number of selfish decisions, and that's human.
As for the cat food, that's like asking me "Why do black people like menthols so much?" I has no idea.
