This means that once the idle has stabilized to a consistant vacuum, the SSQV will equalize the pressure across the diaphram, allowing the spring pressure to the the only thing acting on the valve itself. If you're leaking at idle, like was said, it's a problem with the valve seating, not the vacuum.

Just pressure test your IC pipe where the BOV is mounted. Seal off both ends, put a tire valve in one of the caps, and use a bicycle pump to add pressure. Listen at the BOV for a leak.
