The plane on a conveyor belt WILL FLY. I REPEAT. IT WILL FLY.

It doesn't matter how fast the wheel speed is, it matters how fast the air speed of the wing is.

If the plane has thrust, which is not powered through the wheels, the plane will fly no matter the wheel speed.

300mph wheel speed with conveyor on could = 100mph air speed

the same as...

100mph wheel speed with conveyor off = 100mph air speed.
