1J Codes 24 and 31 And Surging/Low Idle

At start-up when cold the motor will surge from 1000-1700 RPM's. Once warmed up it will idle around 500 RPM's. I am also running very rich, especially at idle. I am throwing codes 24 (Intake Air Temperature Sensor) and 31 (Air Flow Meter). I just replaced the AIT and there was no change. Both say the ECU could be the culprit. What do you guys think?

Both of these sensors share a common ground, E2 on the ECU. It should be pin 9 on the 'W' Connector. If I remember correctly that's the 2nd smallest one. Check this ground to make sure it's good, and check the wiring between the sensors and that point (brown wire).

If it's not the wiring, it's probably the ECU.
