There should be oil on the inside of the accordion pipe. Your stock PCV runs into the pipe. Those are oil vapors that get into there.

did you check all grounds on the car, check the TSRM, for the ground locations, there are many. Also if you have any aftermarket parts on the car that required to to unhook things check around those areas
Find a reputable person on here that is selling a nice wore in 7m-gte. Don't buy a JDm motor, unless you want to replace every seal and gasket, that is what I did with my 1jz, I took 2 weeks of cleaning, and putting all new gaskets and seals on it.

I get a gasket sets from EBAY*, but note the metal gaskets they give you are good, th intake manifolds gaskets and such are shit, but I can get a full gasket kit for 60.00 on there, then go to Advance and get felpro gaskets to finish the job.

I have taken apart I think around 4-6 7M heads. It's better for the wear to be in the middle, but what I am looking at is still quite normal. The 7M is a good motor, and the oiling is decent, but this is common. I have never seen a 7M head that didn't look like yours.
Personally, I would not use a ct-26. I would go with a different turbo that will be reliable. If you want a Ct-26 to be as nice as others a thicker shaft has to be used. Most people that ( rebuild them to 57, 60, 62 ) never upgrade the shaft, and what happens is fatigue from that and snaps...
