If you ordered this on the 22nd, you'd likely have it by now. Just verify with your dealer that this is the correct line. You've probably spent close to that price messing around with it.
Which vacuum source is he using? What vac does it pull at idle?
Has he adjusted the screw on the top? I'd back it all the way out and try that as well.
Did you buy the wheels from a store or was it a private sale?
I would definitely be asking questions right about now. Redrilled is one thing, but they wouldn't settle right with me either. I would ask for a set that were manufactured in 5x114.3 and see what they say.

Supra28: the stock oil cooler system is pressure based, and not thermostatically controlled, which would be the optimal method of cooling, since oil is thicker when it's cold...
