Nobody in the USA is exempt from emission. Living in an area that doesn't have a high population density and pollution and as such no emission test doesn't mean it is lawful to remove the catalyst from the vehicle.

Do a pressure test. The shade tree way is to disconnect the pressure line at the rack and point it into a bucket. Have your buddy start it and you will find out quickly if you have a pumping problem or a rack problem.

You have a mixed bag. That is the symptom of an intake leak which leads to 34 (abnormal turbo pressure) but you didn't list it. If you have 11, and not a constant flashing, get it fixed first.
Did you drill holes in the block for the oil feed?
