Just Google wheel painting. Plenty of people have done it. One bad thing about painting wheels is that when you put on and take off tires the edge of the rim has a huge chance of the paint being rubbed off from the tire rubbing on it.
If I was making numbers like that I would be putting on AT THE LEAST 275's
Go as small as you want they will just be stretched and look funny with the high offset those wheels have. I believe stock in the rear is 255/40/17.
If you are really worried about traction you should get wheels that can fit larger tires then limiting your self to these, which you are correct can probably fit a 255 with a good fender roll.
More of a personal option. I hate getting fake knock off wheels so I don't buy them. I also do not like having a 1 piece wheel made to look like a 2 piece wheel. The wheels are cast so I don't really like that and the weight that comes with it. For me I may as well spend a bit more and get enkei...
Not too many CF lips out there for the MK3. There was the ones that duane had done may years ago for the Pre 89. I think recently I saw a MK4 with his lip vinyl wrapped with a dry carbon look which did not look too bad.
No rubbing for hard or normal driving. The only time I experienced rubbing in front was when I was going in to my drive way which is pretty steep. Depending on what tire you go with you may be able to go up lager.
To do the LED replacement you have to carefully open up the unit. Carefully because the clips in side are about 20 years old and brittle. Then after it is open you have to replace all the LEDS. Here are a few that I made a few years ago.

18x9.5 +15 in front. I had 245/40/18 tires all around. But because I was running RE01R's in front it seemed much larger then the Falken ZE 512 in the rear.
