If you don't loosen it, you will ruin your turbo quick, fast, and in a hurry. Don't loosen it so much that it leaks under boost. Here is the best I can do right now as far as how to adjust it. I know it's different, but from the looks of your picture, the adjustment seems to be the same...

yeah, some aren't adjustable, but his looks like my type-s. (kind of) Hopefully it is adjustable. It would be an easy fix.

You loosened the nut on top, correct? The thing that the nut is on, should have a place for an allen wrench to fit into. That is how you adjust it. Righty tighty, lefty loosey.

It looks to be hooked up right. Is it adjustable? Loosen the spring. And yes, it is bad on your turbo. As for the boost issue, is your car an auto? Normal for an auto is 5.5psi iirc. What is your normal operating boost pressure?
