    If you are going to replace the headgasket, you will be able to take care of everything that could give you troubles. 7M's are not unreliable, 7M owners are unreliable, it happens over and over again. Replace all of your rubber on the engine. Buy a complete Head Kit and change all of the gaskets...

    Yes that will work, and the brush on is really mess free, there is no overspray to worry about plus it goes on slicker and thicker.

    I used this one, the brush on one and it works awesome. It won't last directly on the exhaust manifold but will hold on the heat shields.     On mine I sanded them as you did then went over them with liquid sandpaper (Home Depot). I used a one stage Automotive paint and also mixed some flex agent in the paint. (Automotive Paint Supplier). They came out looking factory painted and can bend without cracking.

    On a serious note, go buy some 2 part epoxy for at Pep Boys or similar, apply it and tape it in place over night. You can remove the tape the next day and it will hold it in place permanantly, or at least until you get Bomex skirts.
