If its rated for 51 max id say keep it between 40-45. To low of pressure and you take a chance on splitting the tire if you hit a bump just right. To much, easier to spin out.
You only need to resurface the head and block when putting on an mhg. Unless one of the 2 are royally screwed then you could resurface it before putting a stock hg on.
But usually you can just take the old hg off, clean the surfaces, lap it a few times if you want, and then put the new one...

I think the second link is more expansive, because it replaces the 3000 pipe and they want money. Ive found that same kit for 159, 230, 120, 139. So its just that they are trying to make money.
A stock hg, torqued correctly will hold that.
