86-91 without Airbag should work fine, you'll have to change over the slipring to match your steering wheel if you get an 89+ one, or switch to the 89+ steering wheel.

Generally speaking, the opposite should be true, as the newer ones have a much more (computer-controlled) system, which reduces assist at higher speeds.
Perhaps something was wrong with your old one (not enough assist) or your new one (too much assist -- not being controlled properly)?

Euro signals are loaded and can be ordered without issue. I don't see these numbers loaded (in Canada at least), maybe some dealers are bringing them in themselves, or there's something I'm not seeing up here in Canuck-land.

Supra in Japan had a lot of engine choices, but the 7M-GE wasn't one of them. No reason to get a 200hp 3.0L engine when you can get a 200hp 2.0L engine (1G-GTE), as far as taxes go, you'd pay a lot less for the 2.0L.

It was probably just the last one they had, or the last one they had access to, or the last one in the USA. Maybe more were coming, it's hard to say. It may have been the last one they saw in their system.
In any case, I've ordered one since then from HPF, it came from Japan without issue.

The older one changes up to some special-service part. I'm not sure what the deal with it is.
Order the newer one, it will be what you want at a fraction of the price. :)
EDIT: I should mention that this is not a common occurrence. Most parts are the same price between years.

Is your car a JDM one, or an Aus-delivered unit? Australia/Europe didn't get the 7M-GTE until the 1988 model year (production starting in 08/87), however Japan had the 7M-GTE from day one, in fact Japan never had the 7M-GE in the Supra, ever.
The interior colour is a bit more rare, but it isn't...
