wont idle code 51 help

wat up guys i got a problem with my 86.5 supra i been stuck on for over a week here it is. the starter died so i replaced it. i removed the intake chamber to do this i put it all back together the right way, new gaskets and hoses. i went to start it it would start but die when it goes to drop to idle. checked for codes got a 41 so i replaced the tps. started it and it did the samething checked for codes again and it gave me a 51. i cleaned the isc really good and tested it with a ohm meter it checks out to be good and it still wont idle. i jumped the idl and the e2 connections on the tps and the code 51 goes away that means the wiring is good right? i stumped on what it could be anything would be helpfull.

no wont idle at all. when i start it it goes to 2000 rpms then when it goes down to idle it just dies. every once in a while it will try to catch itself from stalling but just dies when the rpms go back down. it will drive normal but if i go to stop or let off the clutch it dies. it also a little rough between 1000 to 2000 rpms when i give it a little gas then smooths out after 2000 rpms.

idle air controller, looking at the front of the engine the IAC is in front of the throttle body. you can pull this off and if the valve in the intake mani is dirty this could be causing the problem.

i cleaned the isc really good the valve was inside the isc casing should this be out all the way or should it be inside the valve casing when at idle?

i got the code 51 cleared no more codes still wont idle right i got it to try to idle but it drops to 300rpms and it trys to keep running but stalls after it trys. the isc is working i hear it clicking after it stalls and the ohm reading are all in spec.
