Will a '90 ECU work with an '89? (auto/turbo)

Will a 1990 7MGTE ECU work with a late model (grey plugged) 1989?

Automatic Tranny/Turbo

AFAIK it should. 89 is the problem year. As long as it is, as you say, a "late" 89 you should be okay.
