wow. just to get all the info in one single post, here's how to fix it:

pull out the one or two 10mm screws holding the fuse box in the engine bay. the fuse box is now just held in with wires. lift up from the end with no wires, and pop the fusebox apart. use either A) a phillips screwdriver or B) an 8 or 10mm socket to remove the bolts holding the fusible link in. pull it out from the top, and go to toyota and get a new one.

OR you could go to a parts store and get some fusible link wire and make your own. make sure you get the same gauge. but it's only a couple dollars from toyota, and it's OEM, so that's what i did...

IS your battery fully charged?
You mentioned shitty dirty terminals, did you clean both? the + and -
Ther is a large wire that runs from the battery to the starter, you may need to clean the connections on both the battery side and the starter side.

If your battery is charged, the connection from the battery to the starter is good, it may be the starter relay. you can jump the relay to make sure the starter is good and the problem is in the relay.

For now I would bet it is a bad connection.

Let us know how it goes..

the batt. is fully charged, and I did clean everything. even the shit not related to the starting system, I got carried away, and just spent ~2hrs just cleaning electrical bits. I'll try to jump the relay, but my best guess would be a bad starter, I'm gonna try to push start it after it stops raining(we're on our 26th day straight of rain).
