89+ had better blocks? The only differences between the pre89 7M-GTE and the 89+ are the turbo (which is negligibly different) and the crank (also not a drastic difference).
89 had a bastard ECU that is different from the 87-88s and the 90-92s. The only thing that would make one ECU better or worse than another is that the AEM plug and play ECU is cheaper for the 87-88s
As far as progressive power steering, I never cared for it myself. It just makes it more expensive to replace when it goes out.
