It can't change how far the wheels move based on how far you move the steering wheel, since the ratio remains the same, that is entirely mechanical inside the rack and pinion. Nothing you could do electronically in most R&P setups would change ratio. All it does is reduce the amount of power steering assistance.

Basically it makes the car harder to steer at higher speeds, mainly so that the steering doesn't feel over-assisted.

Basically, it dampens the power steering effects at high speeds.
