weird idle - what do you think?

so my car started idling funny tonight, it will go from 1k and jump to 2k, rev down to 1k and jump back to 2k. now if i rev it, it will go higher, and if i drive, it does fine. codes are 14 and 21. i believe the 21 is from a broken wire on the o2 and i had the 14 before my idle problem (still might be the cause of my problem). with the car idling, i unplugged my isc with no differnece in idle. now i am just wondering what anyone/everyone has to say before i check my isc and tps tomorrow. thanks for looking everyone

update: cleared the codes, still idles awkward, and now when im driving, if i disengage the clutch it will sometimes idle fine, or just die. i dont have a thickness gauge so i cant test the tps or the second part of the isc test. im planning on purchasing a set this week. time to do some more searching, thanks for looking
