With my wiper control relay plugged in, my windshield wipers refuse to turn off once the key is turned to the on position. With the relay unplugged, the wipers work perfectly. What the hell is going on???

Also, do you have a multi meter that can measure continuity?

Check for continuity between pins 1 and 2. If there is no continuity then the relay is bad
Next check for an open between pins 2 and 5. If there is continuity between those two pins then the relay is bad.
Give those a test and get back to me.

Got the basic model, but that's no problem. Turn it to the 200 next to the horseshoe symbol. now take the test leads and touch them together. It should read between 0.1 and 1.0 depending on how precise the meter is. This is to verify that it is working properly. Now separate the leads, whatever is now displayed is how your multimeter shows an open (different mulitmeters display this differently). Ok, now go ahead and preform the tests I mentioned above. You already know what an open looks like and for continuity, it should be between 0.1 and 4.0 more than 4.0 and the relay should be replaced. These are my numbers from what a standard relay will show and not necessarily the ones Toyota specifically lists, I don't have those. Actually 4 ohms is a little high but I have seen them still function as high as that.

Place one lead in pin 8 and the other lead in chassis ground (pin 7)
Now with the wiper lever in the off position it should indicate an open ( 1 ). Next move the wiper lever to the "Intermittent" position. At which point it should indicate 008 or less.
