valve adjustment- oil seal replacement

doing a rebuild on a 7m-ge - rings and bearings . Taking the head apart to replace oil seals . Cannot get my head around the shim part . The online service manual shows adjusting shims that can be adjusted with out removing the cams . The head I have on the bench has a bucket that goes over the spring assembly .How and what are adjustable ? Thanks Skinner
