yea thats for your PS pump, the other end goes to the vac line that runs along the front of the block.
I have one you can have for $15 shipped. You gotta replace the whole unit, it unscrews from the power steering pump, pm me if interested
in the mean time, cap off the vacuum hose going to the part that you broke off. it's a hardline coming from the front of the engine (it's in front of teh timing belt cover) going to that piect you're missing. If you don't cap it off you'll have a vacuum leak.

That valve (#17630) is used to increase idle when turning the car at low speed. It does need to be capped off on the hard line side until you get a chance to replace it.

Yep...idle up for powersteering at low speed.
Actually, you are correct...technically, it needs to be capped off on both sides. Not capping it off on the accordion hose side will allow unmetered air into the intake.

Firefox spellchecker can spell it. It's pretty good at catching misspelled words, but often doesn't have the correct spelling though.
