it does not add downforce.

it smooths the airflow under the car significantly increasing STABILITY but it does not add downforce. Only way to add downforce is to actually reduce the amount of air going underneath the car but making the "lip" bigger"

Not from the factory you don't. There might be some, I dont' know where they are.

The shroud moves air over the whole surface area of the radiator. It doesn't matter if it is electric or mechanical.
