I would love to have the entire bottom of my car covered in either flat carbon or aluminum. It adds downforce to the car as well as increasing the cooling that was mentioned above.

it does not add downforce.

it smooths the airflow under the car significantly increasing STABILITY but it does not add downforce. Only way to add downforce is to actually reduce the amount of air going underneath the car but making the "lip" bigger"

I often see engines without fan shrouds. I thought this would also play a significant role in cooling the engine..? I know in computers, its not good to run one with the case open. The fans cannot move the air properly.

Not from the factory you don't. There might be some, I dont' know where they are.

The shroud moves air over the whole surface area of the radiator. It doesn't matter if it is electric or mechanical.
