at ~8psi, unlikely. However, those actuators do not always open at the right time. I have one that opens at 8psi and another that opens at 11psi. You can simply test your actuator, by clamping a bicycle pump (with out the tire fitting) with a psi gauge on it. start pumping and watch the wastegate/actuator rod. When it starts to open, whatever psi your reading is where it will open.
Fuel cut is determined by how much air you move, not what psi. So on a cold day, hitting fuel cut is a possibility. You shouldnt hurt anything as the idea of fuel cut is it cuts in before you damage anything. Hitting fuel cut however, is a rather annoying experience. You may want to look into lex afm and piggyback fuel controlers, maft pro exc. Wideband is always a good idea, it keeps you posted on whats going on.
